Petroleum tax
For buses used in public transport, a new regulation of the Swiss Federal Department of Finance (EFD) on “tax advantages and default interest in connection with the petroleum tax” has been in force since 1 January 2008. According to this regulation companies providing public transport which fail to equip their buses with particulate filters in accordance with the VERT list no longer qualify for the full petroleum tax reimbursement.
KeeF
As part of the action plan against particulate matter, the Federal Department of the Environment, Transport, Energy and Communications (DETEC) decided in 2006 to upgrade the energy label to an environmental label. The idea of this label is to enable differentiation by comprehensive ecological criteria, especially in terms of clean-air measures. The basis of this extension are the “criteria for energy-efficient and low-emission vehicles (KeeF). The transition from an energy label to an environmental label is planned for 2010. The goal for the future environmental label is to make it possible to design the cantonal motor vehicle tax or federal import tax in such a way that other environmental aspects such as emission levels can be taken into account in addition to fuel consumption.
Low emission zones
Geneva is planning to become the first Swiss city to introduce a low emission zone in 2012. To ensure that this zone can definitely be launched in Geneva, the Federal Government must take action by creating the legal basis for this innovative step.
Other cantons too are considering the introduction of low emission zones. In Ticino, a motion and a petition were lodged to demand the introduction of low emission zones in October 2008. The Canton of Zurich has commissioned studies into the effects of a possible launch of low emission zones which show that low emission zones lead to a significant reduction in pollutants. In the Cantons of Berne and Vaud too, an interpellation and a postulate respectively for the introduction of low emotion zones have been lodged.
